In Collin's absence, I am answering your letter of the 27th of July regarding Hongkong's position in respect of its War Contribution, the position being as follows.
Presented to Parliament by Command of His Majesty,

When called upon during the quarter to provide for the War, Hongkong raised funds through an Ordinance.
An estimate was made of the proceeds to be guaranteed.
